The film is a search of the elusive fish named Ludong found in the rivers of Isabela. Through looking at two communities in Tumauini and Ilagan, the documentary analyzes the fish said to cost P5, 000 per kilo. The Bureau of Fisheries and Aquatic Resources and the Provincial Government of Isabela provide the foundation for developing the film’s narrative. While much of the discussion in the film focuses on Ludong, the fish is only a backdrop to the bigger question of the on-going development projects of Isabela. The film uses Ludong as a metaphor for the current efforts of the provincial government to develop its identity vis-à-vis issues of gentrification, rural development, and local identity.
